The State Council Passes the Plan for the Revitalization of the Culture Industry (the Plan)
On September 26, 2009, the Plan, the first special plan for the culture industry in China, was passed by the executive meeting of the State Council and was announced to the public. The Plan emphasizes that the culture industry has been one of China’s strategic industries.
An expert has analyzed three highlights of the Plan:
1. Speeding up the development of the media industry including the digital media industry and the animation industry. In the expert’s view, this will allow the relevant enterprises to go public and acquire financing. The goal is to support excellent enterprises, to establish rules for going public, to establish rules for financing, and to improve cooperation between animation enterprises to enhance their ability to compete on the world market.
2. Development of radio and television networks. The expert believes that among all media enterprises going public, the value of the publishing industry is now reasonable enough that new television and radio media will benefit most from the Plan.
3. Lowering the standards of market access. The different culture industries will absorb social capital and foreign capital to participate in the transformation of state-owned culture enterprises into sole proprietorship, joint venture and cooperative business operations.
