The First Intellectual Property Bank Will Be Established in Shijiazhuang, Hebei Province
Before it was only possible to manage deposits and loans through banks, but now companies and individuals can purchase or sell intellectual property through banks. At a recent ceremony for cooperative projects held at an international investment and trade business conference in Shijiazhuang on October 18, 2009, the first intellectual property bank in mainland China designed for managing high and new technology projects and foreign-funded enterprises was established.
On the day of the ceremony, there were 75 projects that successfully signed contracts. Of these, 14 are foreign-funded projects with a total investment of $500 million, The other 61 domestic funded projects have a total investment of 65.8 million RMB. The Infinity Investment Company of Israel and the Management Commission of Shijiazhuang National Biomedical Industrial Base have signed a contract. Under the contract, both parties will cooperate to create a project related to a biomedical industrial stock ownership investment fund with a total investment of $30 million and will establish an intellectual property bank.
At the signing ceremony, the head of the Management Commission of Shijiazhuang National Biomedical Industrial Base stated that the intellectual property bank would begin operations at the end of the year. In reality, some enterprises have an enough funds but have no good programs, while others have good programs but possess no funds with which to operate. The intellectual property bank’s purpose is to absorb and store advanced knowledge and techniques for professional business platforms. The bank is also designed for collecting advanced techniques at home and abroad to protect and to transfer at suitable prices. In brief, an intellectual property bank deposits and withdraws intellectual property and is a big storehouse for investment programs.
According to government authorities, Shijiazhuang is one of the most important biomedical industrial bases. The cooperation between the Management Commission of Shijiazhuang National Biomedical Industrial Base and the Infinity Investment Company of Israel, a company with a high and new biomedical technology industry background, will help optimize China’s industrial structure and improve the country’s industrial competitiveness. Each party will contribute funds to the program at the ratio of 1:1, and each will absorb enough social capital to establish a biomedical venture fund. This will then allow the parties to establish an intellectual property bank that will introduce international high and new technology projects and support foreign-funded enterprises. This future intellectual property bank has more than ten biomedical technology projects introduced from the United States and Israel that are in the planning stages and that will smoothly combine with enterprises in Shijiazhuang.
